On 29 January 2014, the Federal Administration of Public Revenue (AFIP) adopted General Resolution 3584 which updates reference prices on imports of shawls, scarfs, veils, and mantillas originating from various Asian countries (see 'Affected Trading Partners'). The items figure under the HS-code 6214. The corresponding reference prices, which represent a free on board value, range from USD 0.65/unit to USD 6/unit depending on the fabric (in the first resolution on reference prices, the values were based per kg and not per unit, see "Related Measures").
Argentina introduced reference values of precautionary nature for import goods in June 2005. The stated purpose is to strengthen customs control and prevent under-invoicing. Importers are required to provide guarantees for the difference in duties and taxes if the declared price of an import is lower than its reference price (see 7th GTA Report and 2014 National Trade Estimate Report). The measure took effect on 6 February 2014 and suspends the anterior measure on reference prices for scarfs and such, i.e., General Resolution 2815/2010 (see 'Related Measures').
