On March 19, 2014 the Russian Minister of Agriculture, Mr Nikolay Fyodorov, signed Order 83. It approves the industrial programme "Development of the bakery industry in the Russian Federation in 2014-2016'. The programme is part of the implementation measures of the Strategy of the Development Food and Processing Industry of the Russian Federation to 2020.
The goal of the programme is to expand the product range, to increase competitiveness and financial stability of the local bakeries. The programme also targets the modernisation of the sector as well as the introduction of innovative technologies.
The total federal and regional budgetary funding is at the amount of 33'120 million Russian Roubles (USD 930 million). An increase of production targets for bakery products, including dietary and products enriched with micronutrients, from 110'000 tonnes in 2014 to 130'000 tonnes in 2016 is foreseen.
