Anti-dumping

On July 17, 2013, the Colombian Ministry of Commerce, Industry and Tourism decided to initiate an anti-dumping investigation on imports of wood panels from China (Resolution 0159, 17.07.2013).
The products subject to investigation are classified under the following HS codes: 4412.3100 and 4412.3200. The complaint was lodged on April 11, 2013 by the National Federation of the Wood Industry (Federación Nacional de Industriales de Madera - Fedemaderas) on behalf of the national producers Pizano S.A., Triplex Omega S.A.S. and Triplex Acemar S.A. The investigation started on the day of the publication of the resolution in the Official Journal of the Republic of Colombia, i.e. on July 18, 2013.
On September 17, 2013, the Colombian authorities decided to impose a provisional anti-dumping duty on imports of wood panels from China (Resolution 0237, 17.09.2013). The amount of the provisional duty is the difference between the FOB declared by the importer and the reference FOB set at 594 USD per cubic meter. The duty is due only if the FOB declared by the importer is lower than this reference FOB. This provisional anti-dumping duty entered into force on the day of the publication of the resolution in the Official Journal of the Republic of Colombia, i.e. on September 20, 2013, and is applicable for a period of four months.
On January 16, 2014, the Colombian authorities decided to extend for two months the above-mentioned provisional anti-dumping duty imposed on imports of wood panels from China (Resolution 004, 16.01.2014).
On April 10, 2014, the Colombian Ministry of Commerce, Industry and Tourism decided to impose a definitive anti-dumping duty on imports of wood panels originating in China (Resolution 070, 10.04.2014). The amount of the duty is the difference between the FOB price declared by the importer and the reference FOB price set at USD 594 per cubic metre. This definitive anti-dumping duty entered into force on the day of the publication of the resolution in the Official Journal of the Republic of Colombia, i.e. on April 11, 2014, and is applicable for a period of three years.

On 11 April 2017, the Colombian authorities terminated the definitive duty on imports of the subject good from China. The duty was terminated as the period of imposition expired.
