On 7 November 2013, Colombia's Ministry of Commerce, Industry and Tourism adopted Decree no. 2469 imposing a temporary export quota on two types of leather:
The quotas are split into 70% for previous exporters and 30% for new exporters. The export restriction does not apply to countries with which Colombia has international trade agreements, i.e., USA, Venezuela, Chile, Mexico, Canada, CAN (Ecuador, Peru, Bolivia), Mercosur (Brazil, Paraguay, Uruguay, Argentina), Triángulo Norte de Centroamérica (El Salvador, Guatemala, Honduras), and Efta (Switzerland, Lichtenstein, Iceland, Norway).
The measure took effect on 22 November 2013 and lasts two years.
