Anti-dumping

On February 25, 2010, the Mexican authorities decided, after having conducted an expiry review, to continue the anti-dumping duty on imports of bond paper from the United States of America (Resolución final del examen de vigencia de las cuotas compensatorias impuestas a las importaciones de papel bond cortado..., 25.02.2010).
 
The product subject to the duty is classified under the following HS code: 4802.5601. The rate of the duty is 13.7% for all American exporters. This definitive anti-dumping duty entered into force on the day following the publication of the resolution in the Official Journal of the Federation, i.e. on March 9, 2010, for a period of five years (from October 29, 2008 onwards).
 
This duty follows an expiry review requested on September 24, 2008 by the National Chamber of the Cellulose and Paper Industries (Cámara Nacional de las Industrias de la Celulosa y del Papel - CNICP) as well as by Michoacana Industrial Papelera S.A. de C.V., Grupo Papelero Scribe S.A. de C.V., Grupo Pipsa-Mex S.A. de C.V. and Comercializadora Copamex S.A. de C.V. A review was then initiated by the Mexican Ministry of Economy on October 27, 2008 (Resolución por la que se declara de oficio el inicio del examen de vigencia de la cuota compensatoria impuesta a las importaciones de papel bond cortado..., 27.10.2008). The review started on the day following the publication of the resolution in the Official Journal of the Federation, i.e. on October 30, 2008.
 
This definitive anti-dumping duty ended on October 30, 2013 after that the companies Bio Pappel Printing S.A. de C.V., Pondercel S.A. de C.V. and Grupo Papelero Scribe S.A. de C.V. withdrew on October 11, 2013 the request for a new expiry review they lodged on September 23, 2013 (Aviso de la eliminación de la cuota compensatoria definitiva impuesta a las importaciones de papel bond cortado..., 22.10.2013).
 
The original anti-dumping duty entered into force on October 29, 1998 (Resolución final de la investigación anti-dumping sobre las importaciones de papel bond cortado..., 09.10.1998). It was then extended on November 18, 2004 for a period of five years starting on October 29, 2003 (Resolución final del examen de vigencia de las cuotas compensatorias impuestas a las importaciones de papel bond cortado..., 08.11.2004).
