Anti-dumping

On June 12, 2013, the Mexican authorities decided, after having conducted an expiry review, to continue the anti-dumping duty on imports of mesh made of low-carbon steel wires, woven or interlaced, hexagonal shaped, with openings ranging from ½ to 2', with wires calibrated between 18 and 25 (corresponding to a diameter ranging from 0.51 to 1.20 mm), of various widths and heights, from China (Resolución final del examen de vigencia de la cuota compensatoria impuesta a las importaciones de malla cincada (galvanizada) de alambre de acero en forma hexagonal..., 12.06.2013).

The products subject to the duty are classified under the following HS codes: 7314.1903, 7314.1999, 7314.3101, 7314.4101 and 7314.4999. The amount of the duty is 0.45 USD per kilogram for all Chinese exporters. This definitive anti-dumping duty entered into force on the day following the publication of the resolution in the Official Journal of the Federation, i.e. on June 28, 2013, for a period of five years (from July 25, 2012 onwards).

This duty follows an expiry review requested on June 20, 2012 by Deacero S.A. de C.V. A review was then initiated by the Mexican Ministry of Economy on July 5, 2012 (Resolución por la que se declara de oficio el inicio del examen de vigencia de la cuota compensatoria impuesta a las importaciones de malla cincada (galvanizada) de alambre de acero en forma hexagonal..., 05.07.2012). The review started on the day following the publication of the resolution in the Official Journal of the Federation, i.e. on July 19, 2012.

The original anti-dumping duty entered into force on July 25, 2002 (Resolución final de la investigación anti-dumping sobre las importaciones de malla cincada (galvanizada) de alambre de acero en forma hexagonal..., 15.07.2002). It was then extended on April 3, 2009 for a period of five years starting on July 24, 2007 (Resolución final del examen de vigencia de la cuota compensatoria impuesta a las importaciones de malla cincada (galvanizada) de alambre de acero en forma hexagonal..., 18.03.2009).

On 22 July 2017, the Mexican authorities initiated a sunset review of the definitive antidumping duty imposed on imports of the subject good from China. This follows the request lodged on 16 June 2017 by Deacero, S.A.P.I. de C.V. The existing antidumping measure remains in force during the review.

On 3 July 2018, the Mexican authorities extended the definitive duty imposed on imports of the subject good from China following the conclusion of the sunset review. The rate of duty is USD 0.45 per kg. The duty is in force for a period of five years from 25 July 2017.
