Anti-dumping

On February 21, 2014, the Secretary for Foreign Trade of the Brazilian Ministry of Development, Industry and Foreign Trade decided to initiate an anti-dumping investigation on imports of emulsion styrene-butadiene rubber (E-SBR), not extended in plasticizing oil, with 23.5% content of combined styrene, and extended in plasticizing oil, with 23.5% or 40% content of combined styrene, from Argentina and the European Union (Circular No. 6, 21.02.2014). The products subject to investigation are classified under the following HS codes: 4002.1911 and 4002.1919. The complaint was lodged on January 30, 2014 by Lanxess Elastômeros do Brasil S/A. The investigation started on the day of the publication of the circular in the Federal Official Gazette of Brazil, i.e. on February 24, 2014.
On April 4, 2014, the Secretary for Foreign Trade of the Brazilian Ministry of Development, Industry and Foreign Trade decided to terminate the investigation without imposing any duty due to the lack of evidence to judge the existence of injury (Circular No. 15, 04.04.2014). Circular SECEX No. 15 was published in the Federal Official Gazette of Brazil on April 7, 2014.
