On December 20, 2013, the Secretary for Foreign Trade of the Brazilian Ministry of Development, Industry and Foreign Trade decided to initiate an anti-dumping investigation on imports of grooved copper tubes from China and Mexico (Circular No. 78, 20.12.2013).
The products subject to investigation are classified under the following HS code: 7411.1090.
The complaint was lodged by Termomecanica São Paulo S/A on April 30, 2013. The investigation started on the day of the publication of the circular in the Federal Official Gazette of Brazil, i.e. on December 23, 2013.
On December 15, 2014, the Brazilian authorities decided to extend for up to six months, from December 22, 2014, the investigation period to determine the existence of dumping (Circular No. 78, 15.12.2014). Circular No. 78 was published in the Federal Official Gazette of Brazil on December 16, 2014.
On March 4, 2015, the Brazilian authorities decided to impose a definitive anti-dumping duty on imports of the above-mentioned products originating in China and Mexico (Resolution No. 10, 04.03.2015). The amount of the duty imposed on imports originating in China ranges from USD 1,599.39 to USD 2,129.08 per metric ton, depending on the company. The amount of the duty imposed on imports originating in Mexico is USD 1,480.02 per metric ton.
This definitive duty entered into force on the day of the publication of the resolution in the Federal Official Gazette of Brazil, i.e. on March 5, 2015, and is applicable for a period of five years.
