Anti-dumping

On December 13, 2013, the Secretary for Foreign Trade of the Brazilian Ministry of Development, Industry and Foreign Trade decided to initiate an anti-dumping investigation on imports of bi-axially oriented polypropylene films (BOPP films), without graphic impression, from Argentina, Chile, Chinese Taipei, Colombia, India and Peru (Circular No. 76, 13.12.2013).
The products subject to investigation are classified under the following HS code: 3920.2019.
The complaint was lodged by Vitopel do Brasil Ltda. on October 31, 2013. The investigation started on the day of the publication of the circular in the Federal Official Gazette of Brazil, i.e. on December 16, 2013.
 
On April 11, 2014, the Brazilian Ministry of Development, Industry and Foreign Trade made a preliminary determination of dumping against imports of bi-axially oriented polypropylene films from Argentina, Chile, Chinese Taipei, Colombia, India and Peru (Circular No. 17, 11.04.2014). The investigation continues until the final determination. Circular No. 17 was published in the Federal Official Gazette of Brazil on April 14, 2014.
 
On October 13, 2014, the Brazilian authorities decided to extend for up to eight months, from October 16, 2014, the investigation period to determine the existence of dumping in exports of bi-axially oriented polypropylene films from Argentina, Chile, Chinese Taipei, Colombia, India and Peru (Circular No. 62, 13.10.2014). Circular No. 62 was published in the Federal Official Gazette of Brazil on October 14, 2014.
 
On February 6, 2015, the Brazilian Ministry of Development, Industry and Foreign Trade decided to terminate the investigation without imposing any duty (Circular No. 3, 06.02.2015). Reason for termination is the insufficient evidence of the existence of injury caused by dumped imports. Circular No. 3 was published in the Federal Official Gazette of Brazil on February 10, 2015.
