Effective 1 January 2014, new rules, promulgated through GACC Announcement No. 66 (2013) under the China - Hong Kong Closer Economic Partnership Agreement, establish duty free access to the Chinese market for:
The policy provides beneficial business opportunities for Hong Kong and Macau to increase their presence in China, and vice versa. However, because Hong Kong and Macau are free trade ports, and because they are not considered to be manufacturing destinations, the production costs in them are higher than in nearby regions. Consequently, historically the duty free flows have proven to be rather from China to Hong Kong and Macau, causing CEPAs to be underutilised.
