On October 18, 2013, the Peruvian National Institute for the Defense of Competition and Protection of Intellectual Property (Indecopi) decided to initiate an antidumping investigation on imports of hot rolled steel tubes and pipes made from coils from China (Resolution No. 283-2013/CFD-INDECOPI, 18.10.2013).
The products subject to investigation are classified under the following HS codes: 7306.3099, 7306.6100 and 7306.9000.
The complaint was lodged on June 4, 2013 by Tubos y Perfiles Metálicos S.A. and PRECOR S.A. The investigation started on the day of the publication of the resolution in the Official Journal El Peruano, i.e. on October 25, 2013.
On April 6, 2015, the Peruvian authorities decided to impose a definitive anti-dumping duty on imports of hot rolled steel tubes and pipes originating in China (Resolution No. 049-2015/CFD-INDECOPI, 06.04.2015).
The amount of the duty is USD 89.8 per metric ton, at the exception of the companies of the Youfa group (i.e. Tianjin Youfa International Trade Co., Ltd., Tianjin Youfa Steel Pipe Group Co., Ltd.-NO.2 Branch Company and Tianjin Youfa Dezhong Steel Pipe Co., Ltd.) whose exports are subject to a duty of USD 60.7 per metric ton.
This definitive duty entered into force on the day following the publication of the resolution in the Official Journal El Peruano, i.e. on April 22, 2015, and is applicable for a period of three years.
On 21 June 2017, the Peruvian authorities terminated the definitive antidumping duty imposed on imports of the subject good from China.
