Anti-dumping

On June 26, 2007, the Indian authorities initiated an anti-dumping investigation on imports of sulphur black from China.
The product subject to investigation is classified under the following HS code: 3204.1967.
On April 11, 2008, the Indian authorities imposed a provisional anti-dumping duty on imports of sulphur black from China (Notification No.48/2008-Customs, 11.04.2008). The amount of the duty ranges from USD 208.09 to USD 496.86 per metric ton, depending on the producer.
On December 3, 2008, the Indian authorities decided to impose a definitive anti-dumping duty on imports of sulphur black from China (Notification No. 127/2008-Customs, 03.12.2008). The rate of the duty ranges from 40.5% to 116.8% of the CIF value, depending on the producer. This definitive anti-dumping duty shall be levied with effect from the date of imposition of the provisional anti-dumping duty, that is, April 11, 2008.
 
On April 4, 2013, the Indian authorities decided to initiate a sunset review of the anti-dumping duty imposed on imports of sulphur black from China (Notification Initiation of a Sunset Review, 04.04.2013).
On April 10, 2013, the Indian Ministry of Finance decided to extend the definitive anti-dumping duty imposed on December 3, 2008 for one year, up to April 10, 2014 (Notification No.05 / 2013-CUSTOMS (ADD), 10.04.2013).
On April 30, 2014, the Indian Ministry of Financedecided to extend the period of investigation for the notification of the final findings up to July 3, 2014.
On July 3, 2014, the Indian Directorate General of anti-dumping & allied duties, Ministry of Commerce, issued its final findings and recommended that the anti-dumping duty imposed on imports of sulphur black originating in China be prolonged.
On September 18, 2014, the Indian Ministry of Finance issued the Customs Notification extending for five years this anti-dumping duty (Notification No. 41/2014-Customs (ADD), 18.09.2014). The amount of the duty is USD 766 per metric ton.
