ANNOUNCED AS TEMPORARYNo
On 4 April 2013, the Vietnamese Minister of Finance issued Circular No. 38/2013/TT-BTC, which amends the duty on the imports of certain commodities as specified under Circular No. 193/2012/TT-BTC. The Circular refers to these duties as "preferential" although its meaning is not made clear, in particular in light of the fact that Viet Nam has signed free trade agreements.
The announced changes are as follows -
(i) Duty on polymer from Styrene - in granule and primary form (HS 3903.11.10) and High Impact Polystyrene (HIPS) (HS 3903.19.21) increased from 3 per cent to 5 per cent
(ii) Duty on Synthetic filament yarn (except sewing yarn), unpacked for retail, including synthetic monofilament yarn of less than 67 decitex made from elastic plastics (HS 5402.44.00) increased from 0 per cent to 3 per cent
(iii) Duty on copper coated carbon steel wire for inflatable pneumatic rubber tire (HS 7217.30.31) increased from 0 per cent to 3 per cent (iv) Duty on tire cord fabrics of high tenacity yarn of nylon or other polyamides, polyesters, or artificial viscose 6-yarn used for producing tire (HS 5902.10.91) increased from 5 per cent to 7 per cent.
The Circular is effective from 19 May 2013.
