NoOn June 17, 2013, the Colombian Department of Foreign Trade, Ministry of Commerce, Industry and Tourism decided to initiate an anti-dumping investigation on imports of black annealed wires, galvanised wires and barbed wires from China (Resolution 136, 17.06.2013). The products subject to investigation are classified under the following HS codes: 7217.1000, 7217.2000 and 7313.0010. The complaint was lodged on February 25, 2013 by Productora de Alambres Colombianos S.A. and Alambres y Mallas S.A. on behalf of the national industry. The investigation started on the day of the publication of the resolution in the Official Journal of the Republic of Colombia, i.e. on June 19, 2013.
On August 20, 2013, the Colombian Department of Foreign Trade, Ministry of Commerce, Industry and Tourism decided to impose a provisional anti-dumping duty on imports of galvanised wires and barbed wires from China (Resolution 0211, 20.08.2013). The amount of the provisional duty imposed on imports of galvanised wires (HS code 7217.2000) is the difference between the FOB declared by the importer and the reference FOB set at 1,207.56 USD per ton. The duty is due only if the FOB declared by the importer is lower than this reference FOB. The amount of the provisional duty imposed on imports of barbed wires (HS code 7313.0010) is the difference between the FOB declared by the importer and the reference FOB set at 1,388.74 USD per ton. The duty is due only if the FOB declared by the importer is lower than this reference FOB. No provisional duty has been imposed on imports of black annealed wires (HS code 7217.1000). The provisional anti-dumping duty entered into force on the day of the publication of the resolution in the Official Journal of the Republic of Colombia, i.e. on August 26, 2013, and is applicable for a period of four months.
On December 9, 2013, the Colombian authorities decided to extend for two months the above-mentioned provisional anti-dumping duties imposed on imports of galvanised wires and barbed wires from China (Resolution 0353, 09.12.2013).
On April 10, 2014, the Colombian authorities decided to impose a definitive anti-dumping duty on imports of galvanised wires (HS code 7217.2000) and to terminate the investigation so far as it relates to black annealed wires (HS code 7217.1000) and barbed wires (HS code 7313.0010) without imposing an anti-dumping duty (Resolution 069, 10.04.2014). The amount of the definitive duty imposed on imports of galvanised wires (HS code 7217.2000) is the difference between the FOB declared by the importer and the reference FOB set at 1,207.56 USD per ton. The duty is due only if the FOB declared by the importer is lower than this reference FOB. This definitive anti-dumping duty entered into force on the day of the publication of the resolution in the Official Journal of the Republic of Colombia, i.e. on April 11, 2014, and is applicable for a period of three years.
On 11 April 2017, the Colombian authorities terminated the definitive duty on imports of the subject good from China. The duty was terminated as the period of imposition expired.
