Anti-dumping

On February 10th, 2012, the Indian Directorate General of Anti-dumping & Allied Duties, Ministry of Commerce and Industry, initiated an anti-dumping investigation on imports of soda ash, i.e. disodium carbonate, from Russia and Turkey.
The product subject to investigation is classified under the following HS code subheading: 2836.20.
This follows the application lodged by M/s Alkali Manufacturers' Association of India (AMAI) on behalf of Gujarat Heavy Chemicals Limited (GHCL), Saurashtra Chemicals Limited (SCL), Nirma Limited and DCW Limited.
 
On February 9th, 2013, the Indian Directorate General of Anti-dumping & Allied Duties, Ministry of Commerce and Industry, issued its final findings and recommended the imposition of a definitive anti-dumping duty on imports of soda ash from Russia and Turkey.
 
On April 18th, 2013, the Indian Ministry of Finance issued the Customs Notification imposing this definitive anti-dumping duty (Notification No. 8/2013-Customs (ADD), 18.04.2013).
The amount of the duty imposed on imports originating in Russia is USD 35.99 per metric ton. The amount of the duty imposed on imports originating in Turkey is USD 75.16 per metric ton, at the exception of the producers Soda Sanayii A.S. and ETI Soda whose exports are subject to a duty of USD 18.39 and USD 21.00 per metric ton, respectively.
This definitive duty is effective for a period of five years.

On 16 April 2018, the Indian authorities initiated a sunset review of the definitive antidumping duty imposed on imports of the subject good from Russia and Turkey. This follows the application lodged by Nirma Ltd and DCW Ltd. 

On 17 April 2018, in connection with the above sunset review, the Indian Ministry of Finance issued the Customs Notification extending the definitive antidumping duty on imports of the subject good from China until 16 April 2019.
