On February 24, 2012, the Indian authorities initiated a sunset review of the anti-dumping duty imposed on imports of flat base steel wheels (of size 16' nominal diameter to 20' nominal diameter used in tubed tyre application in commercial vehicles) from China. The products subject to investigation are classified under the following HS code: 8708.7000.
On February 20, 2013, the Indian authorities issued their final findings of the sunset review. They recommended the continuation of the existing anti-dumping measure.
On March 26, 2013, the Indian authorities issued the notification of extension of the anti-dumping duty imposed on imports of flat base steel wheels from China (Notification No. 3/2013-Customs (ADD), 26.03.2013). The amount of the duty is USD 613.00 per metric ton, at the exception of the company M/s Zhengxing Wheel Group Co. Ltd. whose exports are subject to a duty of USD 512.64 per metric ton. This duty is effective for a period of five years.
The original anti-dumping duty was decided on November 28, 2007 and imposed by Notification No. 124/2007-Customs on December 31, 2007. The amount of the duty was INR 16,970 per metric ton (USD 284.9228 per metric ton at the exchange rate of July 2, 2014), at the exception of the company M/s Zhengxing Wheel Group Co. Ltd. whose exports were subject to a duty of INR 14,710 per metric ton (USD 246.9986 per metric ton at the exchange rate of July 2, 2014).
On 8 February 2018, the Indian authorities initiated a sunset review of the definitive antidumping duty imposed on imports of the subject good from China. This follows the application lodged by Kalyani Maxion Wheels Private Limited and Wheels India Limited.
On 22 March 2018, in connection with the above sunset review, the Indian Ministry of Finance issued the Customs Notification extending the definitive antidumping duty on imports of the subject good from China until 25 March 2019.
On 13 September 2018, the Indian authorities extended the definitive duty imposed on imports of certain flat base steel wheels from China following the conclusion of a sunset review. The rate of duty is USD 613 per tonne. The duty is in force for a period of five years.
