Anti-dumping

On December 10th, 2012, the Indian Directorate General of anti-dumping & allied duties, Ministry of Commerce and Industry, initiated an anti-dumping investigation on imports of cast aluminum alloy wheels or alloy road wheels used in motor vehicles (whether or not attached with their accessories), of a size in diameters ranging from 12 inches to 24 inches, from China, South Korea and Thailand.
The products subject to investigation are classified under the following HS code subheading: 8708.70.
This follows the application lodged by the Aluminium Association of India on behalf ofone of its member companies, namely M/s-Synergies Castings Limited.
 
On December 18th, 2013, the Indian authorities extended the time for completing the investigation up to March 9th, 2014.
 
On January 13th, 2014, the Indian Directorate General of anti-dumping & allied duties, Ministry of Commerce and Industry, issued its preliminary findings and recommended the imposition of a provisional anti-dumping duty on imports of cast aluminium alloy wheels from China, South Korea and Thailand.
On April 11th, 2014, the Indian Ministry of Finance issued the Customs Notification imposing this provisional anti-dumping duty (Notification No. 15/2014-Customs (ADD), 11.04.2014).
The amount of the duty imposed on imports originating in China ranges from USD 1.37 to USD 2.15 per kilogram, depending on the company. The amount of the duty imposed on imports originating in South Korea is USD 1.18 per kilogram. The amount of the duty imposed on imports originating in Thailand is USD 1.06 per kilogram.
This provisional duty was effective for a period of six months.
 
On May 8th, 2014, the Indian authorities extended again the time for completing the investigation up to June 9th, 2014.
 
On June 9th, 2014, the Indian Directorate General of anti-dumping & allied duties, Ministry of Commerce and Industry, issued its final findings and recommended the imposition of a definitive anti-dumping duty on imports of cast aluminium alloy wheels from China, South Korea and Thailand.
On May 22nd, 2015, the Indian Ministry of Finance issued the Customs Notification imposing this definitive anti-dumping duty (Notification No. 21/2015-Customs (ADD), 22.05.2015).
The amount of the duty imposed on imports originating in China ranges from USD 1.37 to USD 2.15 per kilogram, depending on the company. The amount of the duty imposed on imports originating in South Korea is USD 1.18 per kilogram. The amount of the duty imposed on imports originating in Thailand is USD 1.06 per kilogram.
This definitive duty is effective for a period of five years from the date of imposition of the provisional anti-dumping duty, i.e. from April 11th, 2014.
