Anti-dumping

On March 4, 2013, the Mexican Ministry of Economy decided to initiate an anti-dumping investigation on imports of pencils from China (Resolución por la que se acepta la solicitud de parte interesada y se declara el inicio de la investigación anti-dumping sobre las importaciones de lápices..., 04.03.2013).

The products subject to investigation are classified under the following HS code: 9609.1001.

The complaint was lodged on November 23, 2012 by Dixon Comercializadora S.A. de C.V. The investigation started on the day following the publication of the resolution in the Official Journal of the Federation, i.e. on March 9, 2013.

On August 26, 2013, the Mexican authorities decided to impose a provisional anti-dumping duty on imports of pencils from China (Resolución preliminar de la investigación anti-dumping sobre las importaciones de lápices..., 26.08.2013). The amount of this provisional duty is USD 0.0227 per piece for all Chinese exporters. This provisional anti-dumping duty entered into force on the day following the publication of the resolution in the Official Journal of the Federation, i.e. on September 6, 2013.

On May 9, 2014, the Mexican authorities decided to impose a definitive anti-dumping duty on imports of pencils originating in China. The amount of this definitive duty is USD 0.0299 per piece. This definitive anti-dumping duty entered into force on the day following the publication of the resolution in the Official Journal of the Federation, i.e. on May 27, 2014.
