On December 27, 2012, the Argentinian authorities decided to initiate an anti-dumping investigation on imports of three-phase liquid dielectric transformers (power greater than 10,000 KVA but not exceeding 600,000 KVA) from China and the Republic of Korea (Resolution 185/2012, 27.12.2012).
The products subject to investigation are classified under the following HS code: 8504.2300.
The complaint was lodged by the Argentinian Chamber of Industrial Members for Projects and Engineering of Capital Goods (Cámara de Industriales de Proyectos e Ingeniería de Bienes de Capital de la República Argentina - CIPIBIC). The investigation started on the day following the publication of the resolution in the Official Journal of the Argentinian Republic, i.e. on January 3, 2013.
On June 3, 2014, the Argentinian authorities issued their preliminary decision (Resolution 76/2014, 03.06.2014). They decided to continue the investigation without imposing a provisional anti-dumping duty. Resolution 76/2014 was published in the Official Journal of the Argentinian Republic on June 5, 2014.
On July 2, 2014, the Argentinian authorities decided to impose a definitive anti-dumping duty on imports of the above-mentioned products originating in China and Republic of Korea (Resolution 308/2014, 02.07.2014). The rate of the duty imposed on imports originating in China is 54% of the FOB price. The rate of the duty imposed on imports originating in Republic of Korea is 52% of the FOB price. This definitive anti-dumping duty entered into force on the day of the publication of the resolution in the Official Journal of the Argentinian Republic, i.e. on September 24, 2014, and is applicable for a period of five years.
