On 7 March 1994, the EC adopted a regulation to allow for import restrictionson certain textile products. Article 1 of the regulation states that thesequantitative restrictions (quotas) only apply to products 'originating in third countries ... listed in Annex II' (EC 517/94).
While before the crisis, the only referred country has been North Korea (EC 1402/2007 , EC 1164/2008), on 18 December 2009, the EC included Belarus in the quota regime (EC 1258/2009). In 2010 , 2011 and 2012, the adjustment from 2009 persisted (EC 1159/2010, EC 1323/2011, EC 1163/2012, EC 1281/2013 EC 1235/2014).
