Anti-dumping

On September 5, 2012, the Australian Customs and Border Protection Service initiated an anti-dumping investigation on imports of zinc coated galvanised steel (flat rolled products of iron and non-alloy steel of a width less than 600mm and equal to or greater than 600mm, plated or coated with zinc) and aluminium zinc coated steel (flat rolled products of iron and non-alloy steel of a width equal to or greater than 600mm, plated or coated with aluminium-zinc alloys, not painted whether or not including resin coating), from China, Chinese Taipei and South Korea (Australian Customs Dumping Notice No. 2012/40).
The products subject to investigation are classified under the following HS codes: 7210.4900 and 7212.3000 for zinc coated galvanised steel and 7210.6100 for aluminium zinc coated steel.
The complaint was lodged on August 3, 2012 by BlueScope Steel Limited.
 
On December 21, 2012, the Australian Customs and Border Protection Service published a notice to clarify which goods are subject to investigation (Australian Customs Dumping Notice No. 2012/62).
 
On December 21, 2012, the Australian Customs and Border Protection Service extended the time granted to issue the Statement of Essential Facts (Australian Customs Dumping Notice No. 2012/63).
 
On February 6, 2013, the Australian Customs and Border Protection Service imposed a provisional duty on imports of the above-mentioned goods (Australian Customs Dumping Notice No. 2013/11). For details about the rate of the duty, see the tables of Australian Customs Dumping Notice No. 2013/11.
 
On March 18, 2013, the Australian Customs and Border Protection Service issued the Statement of Essential Facts (SEF Report No. 190).
 
On April 26, 2013, the Australian Customs and Border Protection Service decided to terminate the investigation concerning zinc coated galvanised steel exported by the companies Union Steel Co. Ltd. (South Korea), Sheng Yu Co. Ltd. (Chinese Taipei) and Ta Fond Steel Co. Ltd. (Chinese Taipei) as well as concerning aluminium zinc coated exported by the companies Union Steel Co. Ltd. (South Korea) and Sheng Yu Co. Ltd. (Chinese Taipei) (Australian Customs Dumping Notice No. 2013/29).
 
On May 2, 2013, the Australian Customs and Border Protection Service decided to terminate the investigation concerning imports of aluminium zinc coated steel originating in Chinese Taipei (Australian Customs Dumping Notice No. 2013/32).
 
On August 5, 2013, the Australian authorities imposed a definitive duty on imports of the investigated goods (Anti-Dumping Notice No. 2013/66). For details about the rate of the duty, see the tables of Anti-Dumping Notice No. 2013/66.
 
On October 28, 2014, the Australian Anti-Dumping Commission decided to initiate a partial review of the anti-dumping measure imposed on aluminium zinc coated steel by Anti-Dumping Notice No. 2013/66 on August 5, 2013 relating to the Korean company Dongbu Steel Co., Ltd. after this company lodged an application for such a review (Anti-Dumping Notice No. 2014/114, 28.10.2014). The review will examine whether the variable factors relevant to the taking of the measures have changed for Dongbu.
 
On October 31, 2014, the Australian Anti-Dumping Commission decided to initiate a partial review of the anti-dumping measure imposed on zinc coated galvanised steel by Anti-Dumping Notice No. 2013/66 on August 5, 2013 relating to the Korean company Dongbu Steel Co., Ltd. after this company lodged an application for such a review (Anti-Dumping Notice No. 2014/120, 31.10.2014). The review will examine whether the variable factors relevant to the taking of the measures have changed for Dongbu.
 
On February 16, 2015, the Australian Anti-Dumping Commission extended the time granted to issue the Statement of Essential Facts concerning the aluminium zinc coated steel partial review (Anti-Dumping Notice No. 2015/20).
 
On the same day, the Australian Anti-Dumping Commission also extended the time granted to issue the Statement of Essential Facts concerning the zinc coated galvanised steel partial review (Anti-Dumping Notice No. 2015/19).
 
On May 21st, 2015, the Australian Anti-Dumping Commission decided to initiate an exemption inquiry concerning imports of unchromated aluminium zinc coated steel exported China and imports of aluminium zinc coated steel (width of 1,200 mm and thickness of 1.6 mm) from China and South Korea (Anti-Dumping Notice No. 2015/64, 21.05.2015).
The goods subject to inquiry are classified under the following HS code: 7210.6100.
It follows the applications lodged by Ace Gutters Coil Coaters Pty Ltd. and Kasia Nominees Pty Ltd., domestic companies that argued that the subject goods are no longer produced domestically.
 
On August 3rd, 2015, the Australian Anti-Dumping Commission terminated the aluminium zinc coated steel partial review and decided upon the modification of the rate of the duty imposed on goods exported by the Korean company Dongbu Steel Co., Ltd. to 0%, i.e. exemption from the measure (Anti-Dumping Notice No. 2015/83, 03.08.2015).
 
On the same day, the Australian Anti-Dumping Commission also terminated the zinc coated galvanised steel partial review and decided upon the modification of the rate of the duty imposed on goods exported by the Korean company Dongbu Steel Co., Ltd. to 0%, i.e. exemption from the measure (Anti-Dumping Notice No. 2015/84, 03.08.2015).
 
On November 25th, 2015, the Australian Anti-Dumping Commission concluded the exemption inquiry initiated on May 21st, 2015 and decided upon the exemption from the anti-dumping measure for the imported goods for which like or directly competitive goods are not offered for sale in Australia (Anti-Dumping Notice No. 2015/138, 25.11.2015).
