On April 12, 2012, the Secretary for Foreign Trade of the Brazilian Ministry of Development, Industry and Foreign Trade decided to initiate an anti-dumping investigation on imports of cold-rolled stainless steel sheets, of a thickness exceeding 0.35 mm but less than 4.75 mm, from China, Chinese Taipei, Finland, Germany, Republic of Korea, South Africa, the United States of America and Viet Nam (Circular No. 17, 12.04.2012). The products subject to investigation are classified under the following HS codes: 7219.3200, 7219.3300, 7219.3400, 7219.3500 and 7220.2090. The complaint was lodged by Aperam Inox América do Sul S.A. on December 15, 2011. The investigation started on the day of the publication of the circular in the Federal Official Gazette of Brazil, i.e. on April 13, 2012.
On July 26, 2012, the Government of Brazil concluded the anti-dumping investigation against certain types of flat-rolled products of stainless steel from the U.S. and South Africa, without the adoption of anti-dumping duties (Circular No. 35, 26.07.2012). This investigation ended on the day of the publication of the circular in the Federal Official Gazette of Brazil, i.e. on July 27, 2012.
On October 3, 2013, the Brazilian authorities decided to impose a definitive anti-dumping duty on imports of cold-rolled stainless steel sheets from China, Chinese Taipei, Finland, Germany, Republic of Korea and Viet Nam (Resolução No. 79, 03.10.2013). The amount of the duty in USD per tonne ranges from 235.59 to 853.46 for Chinese exporters (depending on the company), ranges from 616.67 to 705.61 for Taiwanese exporters (depending on the company), ranges from 1,030.20 to 1,076.86 for Finnish exporters (depending on the company), is 952.90 for German exporters, ranges from 267.84 to 940.47 for Korean exporters (depending on the company) and is 568.27 for Vietnamese exporters. This definitive duty has entered into force on October 4, 2013 for a period of five years.
On 3 October 2018, the Brazilian authorities initiated a sunset review of the antidumping duty imposed on imports of the subject good from China, Chinese Taipei, Finland, Germany, Republic of Korea and Viet Nam. This follows the application lodged on 27 April 2018 by Aperam Inox América do Sul S.A. The duty will remain in force for the duration of the review.
