Anti-dumping

On September 21st, 2012, the Ministry of Commerce of the People's Republic of China decided to initiate an anti-dumping investigation on imports of pyridine from Japan and India (MOFCOM Announcement No. 55 of 2012, 21.09.2012).
The product subject to investigation is classified under the following HS code: 2933.3100.
The complaint was lodged on August 2nd, 2012 by Anhui Guoxing Biochemical Co., Ltd., Nanjing Redsun Biochemical Co. Ltd., Weifang Luba Chemical Co., Ltd. and Nantong Reilly Chemical Corporation on behalf of the domestic industry.

On May 27th, 2013, the Ministry of Commerce of the People's Republic of China decided to impose a provisional anti-dumping duty on imports of pyridine from India and Japan (MOFCOM Announcement No. 30 of 2013, 27.05.2013).
The rate of the duty imposed on imports originating in India is 57.4%, at the exception of the company Jubilant Life Sciences Limited whose exports are subject to a duty of 24.6%. The rate of the duty imposed on imports originating in Japan is 47.9%.
This measure entered into force on May 28th, 2013.

On September 16th, 2013, the the Ministry of Commerce of the People's Republic of China decided to extend by two months, i.e. until November 21st, 2013, the investigation period to determine the existence of dumping in exports of pyridine from India and Japan (MOFCOM Announcement No. 62 of 2013, 16.09.2013).

On November 20th, 2013, the Ministry of Commerce of the People's Republic of China decided to impose a definitive anti-dumping duty on imports of pyridine from India and Japan (MOFCOM Announcement No. 73 of 2013, 20.11.2013). The different rates of this definitive duty are not modified in comparison to the provisional measure (see above). This definitive duty entered into force on November 21st, 2013 and is applicable for a period of five years.

On February 5th, 2015, the Ministry of Commerce of the People's Republic of China decided to initiate a midterm review of the anti-dumping measure imposed on imports of pyridine from India and Japan (MOFCOM Announcement No. 6 of 2015, 05.02.2015).
This follows the application lodged on December 12th, 2014 by Anhui Guoxing Biochemical Co., Ltd, Nanjing Red Sun Biochemistry Co., Ltd., Weifang Lvba Chemical Co., Ltd. and Vertellus Specialty Chemicals (Nantong) Co., Ltd.
This midterm review is limited in scope to the examination of dumping as far as the Indian company Jubilant Life Science Limited is concerned.
 
On 5 February 2016, the Ministry of Commerce of the People's Republic of China decided to change the definitive anti-dumping duty on imports from Jubilant Life Sciences Limited to 17.6% (Announcement No. 1 of 2016). This follows the conclusions of the above midterm review. The new duty is applied from 5 February 2016 and onwards.
