Safeguard

On July 6, 2012, the Department to Protect the Internal Market of the Eurasian Economic Commission (according to Decision No. 2) initiated a safeguard investigation No. SG-7, concerning imports of harvesters and modules (codes 8433 51 000 1, 8433 51 000 9, 8433 90 000 0 from the Commodity Nomenclature for Foreign Economic Activity of the Customs Union of Russia, Belarus and Kazakhstan). 

On 25 December 2012, upon the conclusion of the investigation, the Collegium of the Eurasian Economic Commission decided to introduce a "special preliminary duty" of 27.5% on combine harvesters classified under codes above, valid between 25 February and 5 July 2013. 


On 25 June 2013, according to Decision No. 143, the Collegium of the Eurasian Economic Union, imposed special safeguard duties from 1 January 2014 to 14 March 2016, in the form of import quotas.

The quotas were extended until 21 August 2016 on 15 October 2013. Armenia joined SG-7 by virtue of Decision No. 230 of the Board of the Eurasian Economic Union of 9 December 2014, and Kyrgyzstan on 30 June 2015 (Decision N69). This measure is not implemented with regard to developing countries as defined by the Eurasian Economic Union (see the last provided source), except for China.
