On November 25, 2011, the Ministry of Industry and Trade of the Russian Federation initiated an anti-dumping investigation on imports of cold-worked seamless pipes and tubes of stainless steel from China.
The products subject to investigation are classified under the following HS code: 7304.4100.
The complaint was lodged by the companies (Chelyabinsk Tube Rolling Plant), (PNTZ), (Seversky Pipe Plant) and - (TMK - Inox), which have a share of 100% in the domestic production of the goods under scrutiny.
On November 15, 2012, the investigation period was extended.
On April 9, 2013, the Eurasian Economic Commission decided to impose a definitive anti-dumping duty on imports of cold-worked seamless pipes and tubes of stainless steel from China (Decision No. 65, 09.04.2013). The rate of the duty is 19.15%. This duty entered into force on May 15, 2013 and is applicable for a period of five years.
On 19 January 2018, the Eurasian Economic Commission initiated a sunset review of the antidumping duty imposed on cold-worked seamless pipes and tubes of stainless steel from China. This follows the request lodged by OOO TMK-INOX, PJSC (Chelyabinsk Tube Rolling Plant) and PJSC (Pervouralsky Novotrubny Plant).
On 15 May 2018, the Eurasian Economic Commission issued Decision No. 49 extending the definitive antidumping duty imposed on imports of the subject good from China. The duty is extended until 18 January 2019. Decision No. 49 was issued on 6 April 2018.
