Safeguard

On August 30, 2011, The Customs Union of Russia, Belarus and Kazakhstan has initiated a safeguard investigation against imports of carbon (graphite) electrodes (HS 854511) on the territory of the Customs Union. The government report mentions the following importing countries: Spain, Japan, India and Germany.
 
On August 30, 2012, with approved order 4 of the Director of the Department of protect the domestic market of the Eurasian Economic Commission, was terminatedthe safeguard investigation against imports of carbon electrodes on the territory of the Customs Union of Russia, Belarus and Kazakhstan.
Due to absence of causality between the rising imports and the damage, suffered by the economic sectors of the Members of the Customs Union, no safeguard measures have been taken.
