NoOn November 16, 2011, the Ministry of Industry and Trade of the Russian Federation initiated an anti-dumping investigation on imports of light commercial vehicles (GVW between 2.8 and 3.5 tons, diesel engine, cylinder capacity not exceeding 3000 cc, designed to carry loads of up to 2 tons or for the combined transport of goods and people) from Germany, Italy Poland and Turkey.
The products subject to investigation are classified under the following HS codes: 8704.2131 and 8704.2191.
The complaint was lodged by - (Sollers-Elabuga), which have a share of more than 95% in the domestic production of the goods under scrutiny.
On November 15, 2012, the investigation period was extended.
On May 14, 2013, the Eurasian Economic Commission decided to impose a definitive anti-dumping duty on imports of light commercial vehicles from Germany, Italy and Turkey (Decision No. 113, 14.05.2013). The rate of the duty imposed on imports originating in Germany is 29.6%. The rate of the duty imposed on imports originating in Italy is 23.0%. The rate of the duty imposed on imports originating in Turkey is 11.1%. This duty entered into force on June 15, 2013 and is applicable for a period of five years. No final duty was imposed on imports from Poland since the volume of imports was negligible.
On 14 June 2018, the Eurasian Economic Union terminated the definitive duty imposed on imports of certain light commercial vehicles from Germany, Italy Poland and Turkey. The duty was terminated as it was set to expire.
