Anti-dumping

On April 16, 2010, the Secretary for Foreign Trade of the Brazilian Ministry of Development, Industry and Foreign Trade decided to initiate an anti-dumping investigation on imports of glassine and other glazed transparent or translucent papers from France, Hungary and Italy (Circular No. 13, 16.04.2010).
The products subject to investigation are classified under the following HS code: 4806.4000.
The complaint was lodged by MD Papéis Ltda. on December 16, 2009. The investigation started on the day of the publication of the circular in the Federal Official Gazette of Brazil, i.e. on April 19, 2010.
On April 13, 2011, the Secretary for Foreign Trade of the Brazilian Ministry of Development, Industry and Foreign Trade decided to extend for up to six months, from April 19, 2011, the investigation period before issuing the final determination of the existence of dumping in exports of glassine and other glazed transparent or translucent papers from France, Hungary and Italy (Circular No. 15, 13.04.2011).
On June 1, 2011, the Brazilian authorities decided to impose a provisional anti-dumping duty on imports of glassine and other glazed transparent or translucent papers from France, Hungary and Italy (Resolution No. 37, 01.06.2011). The amount of the provisional duty imposed on imports originating in France is USD 418.33 per ton. The amount of the duty on imports originating in Hungary is USD 357.90 per ton. The amount of the duty originating in Italy is USD 198.61 per ton. This provisional duty entered into force on the day of the publication of the resolution in the Federal Official Gazette of Brazil, i.e. on June 2, 2011, and is applicable for a period of six months.
On October 5, 2011, the Brazilian authorities decided to impose a definitive anti-dumping duty on imports of glassine and other glazed transparent or translucent papers from France, Hungary and Italy (Resolution No. 75, 05.10.2011). The amount of the duty imposed on imports originating in France is USD 401.03 per ton. The amount of the duty imposed on imports originating in Hungary is USD 235.54 per ton. The amount of the duty imposed on imports originating in Italy is USD 369.19 per ton. This definitive duty entered into force on the day of the publication of the resolution in the Federal Official Gazette of Brazil, i.e. on October 6, 2011, and is applicable for a period of five years.
