Anti-dumping

On July 26, 2011, the Argentinian Ministry of Economy and Public Finance decided to initiate an anti-dumping investigation on imports of porcelain and sandstone slabs and tiles (neither glazed nor enamelled) for floor and wall paving from China (Resolution 470/2011, 26.07.2011).
The products subject to investigation are classified under the following HS code: 6907.9000. The complaint was lodged by the Chamber of Manufacturers of Ceramic Floor and Wall Tiles (Cámara de Fabricantes de Pisos y Revestimientos Cerámicos) as well as by the companies Ilva S.A., Industrias Cerámicas Lourdes S.A. and Canteras Cerro Negro S.A. The investigation started on the day following the publication of the resolution in the Official Journal of the Argentinian Republic, i.e. on July 28, 2011.

On August 22, 2012, the Argentinian Ministry of Economy and Public Finance decided to impose a provisional anti-dumping duty on imports of porcelain and sandstone slabs and tiles from China (Resolution 470/2012, 22.08.2012). The amount of the provisional duty is USD 4.62 per m2 for all Chinese exporters. This provisional anti-dumping duty entered into force on the day following the publication of the resolution in the Official Journal of the Argentinian Republic, i.e. on August 28, 2012, and is applicable for a period of six months.

On January 25, 2013, the Argentinian authorities decided to impose a definitive anti-dumping duty on imports of porcelain and sandstone slabs and tiles from China (Resolution 13/2013, 25.01.2013). The amount of the definitive duty on polished products is USD 12.20 per m2 for all Chinese exporters. The amount of the definitive duty on unpolished products is USD 8.77 per m2 for all Chinese exporters. This definitive anti-dumping duty entered into force on the day of the signature of the resolution, i.e. on January 25, 2013, and is applicable for a period of five years.

On 22 January 2018, the Argentinian authorities initiated a sunset review of the definitive antidumping duty imposed on imports of the subject good from China. This follows the request lodged by ILVA S.A. The duty will remain in force for the duration of this investigation.
