Anti-dumping

On May 24, 2011, the Mexican Ministry of Economy decided to initiate an anti-dumping investigation on imports of coaxial cables RG type (radio guide), with or without messenger, from China. The products subject to investigation are classified under the following HS codes: 8544.2001, 8544.2002 and 8544.2099. The complaint was lodged on December 21, 2010 by Conductores Monterrey, S.A. de C.V. The investigation started on the day following the publication of the resolution in the Official Journal of the Federation, i.e. on June 9, 2011.

On December 14, 2011, the Mexican authorities decided to impose a provisional anti-dumping duty on imports of coaxial cables from China. The rate of this provisional duty is 343.42%, at the exception of the company Risingsun whose exports are subject to a duty of 312.85%. This provisional anti-dumping duty entered into force on the day following the publication of the resolution in the Official Journal of the Federation, i.e. on December 31, 2011.

On July 19, 2012, the Mexican authorities decided to impose a definitive anti-dumping duty on imports of coaxial cables from China. The rate of this definitive duty is 345.91%, at the exception of the companies Chuangmei and Risingsun whose exports are subject to a duty of 88%. This definitive anti-dumping duty entered into force on the day following the publication of the resolution in the Official Journal of the Federation, i.e. on August 11, 2012.
 
On November 13, 2013, the Mexican Ministry of Economy decided to initiate a review of the anti-dumping duty imposed on imports of coaxial cables RG type (radio guide) from China. This follows the application lodged on August 29, 2013 by Conductores Monterrey, S.A. de C.V., claiming that the duty should be increased for all Chinese companies in order to address the changes in the dumping margin since the imposition of the anti-dumping measure on July 19, 2012. The investigation started on the day following the publication of the resolution in the Official Journal of the Federation, i.e. on November 21, 2013.

On May 21, 2014, the Mexican authorities decided to provisionally modify the anti-dumping duty imposed on imports of coaxial cables from China before a final decision is made. The amount of this modified duty is USD 4.32 per kilogram for all Chinese exporters. It entered into force on the day following the publication of the resolution in the Official Journal of the Federation, i.e. on June 6, 2014.

On December 15, 2014, the Mexican authorities decided upon the continuation of the definitive anti-dumping duty imposed on imports of coaxial cables originating in China. The amount of this duty is USD 4.32 per kilogram, i.e. in line with the provisional modification decided on May 21, 2014. This definitive anti-dumping duty entered into force on the day following the publication of the resolution in the Official Journal of the Federation, i.e. on January 6, 2015.

On 8 August 2017, the Mexican authorities initiated a sunset review of the definitive antidumping duty imposed on imports of the subject good from China. This follows the request lodged on 28 June 2017 by Conductores Monterrey, S.A. de C.V. The existing antidumping measure remains in force during the review.
