NoThe President of the Republic of Belarus, Aleksandr Lukashenko, has signed a Decree # 320 on 18 June 2009titled "On temporary increase of import tariffs". It enacts a temporary (9 month) increase of import tariffs on imported trucks (including tractors) to 25% for the new items and 50% for used items. The Government also eliminated temporary importtariffs on new trucks which are environmentally friendly. (The Decree defines the threshold levels of level of CO2, hydrocarbon and nitric oxide that must be met before tariffs are waived.)
This document states as objectives protecting domestic producers and widening the range of transport modes that comply with European safety and quality standards.
Tractors (tariff line number 8701) and trucks (tariff line number 8704) traditionally belong to the two top Belorussian exports to the Commonwealth of Independent States (former Soviet Union). In overall exports of Belorussia to the world, tractors and trucks together account for approximately 10% of the total, coming second to petroleum oil (32%).
