On 7 December 2010 India decided to initiate anti-dumping investigations on imports of melamine originating from the European Union, Japan, Indonesia and Iran.
The 8 digit HS code for the subject product is 2933 6100.
On 7 December 2011 the investigation was extended for a further 6 months.
On 1 June 2012 the designated Authority issued a final finding. Evidence of a dumping practice was found and material injury to the domestic industry was confirmed.
The Authority recommends the application of a duty on all imports of subject goods originating in or exported from the countries of the EU, Japan, Indonesia and Iran.
On 8 October 2012, the duty varies between the countries ( from USD 1446 per tonne to USD 1573 tonne) and was finally imposed by the Department of Revenue on 8 October 2012 (Notification 48/2012).
On 22 September 2017, the Indian authorities initiated a sunset review of the definitive antidumping duty imposed on imports of the subject good from the European Union, Japan, Indonesia and Iran. This follows the application lodged by Gujarat State Fertilizers & Chemicals Ltd.
On 6 October 2017, in connection with the above sunset review the Indian Ministry of Finance issued the Customs Notification extending the definitive anti-dumping duty on imports of the subject good from the European Union, Japan, Indonesia and Iran for one year i.e. until 7 October 2018.
On 19 March 2018, the Indian authorities terminated the definitive duty and sunset review on imports of melamine from European Union, Japan, Indonesia and Iran.
