On September 30, 2010 the European Commission initiated an anti-dumping investigation on imports of imports of certain seamless pipes and tubes of stainless steel originating in the People's Republic of China by means of the notice of initiation No. 2010/C 265/09. The investigation was initiated following a complaint lodged on August 16, 2010 by the Defence Committee of the seamless stainless steel tubes industry of the European Union, representing more than 50% of EU production of the product. The product under investigation is classified under the following HS code subheadings: 7304 11 00, 7304 22 00, 7304 24 00, ex 7304 41 00, 7304 49 10, ex 7304 49 93, ex 7304 49 95, ex 7304 49 99 and ex 7304 90 00.
On 30 June 2011 the European Commission imposed provisional anti-dumping duties on imports of certain seamless pipes and tubes of stainless steel from China. The rate of duty is between 48% and 71.5% of the net free-at-Union-frontier price before duty depending on the company. The measure is in force for a period of 6 months.
On 21 December 2011, the European Council imposed a definitive anti-dumping duty on imports of the subject good from China. The rate of duty is between 48.6% and 71.9% of the net free-at-Union-frontier price before duty depending on the company.
Please note that there has been a similar investigation going on in 2009 with final anti-dumping duties imposed. For details see the section "Related measures".
On 10 December 2016, the European Commission initiated a sunset review on the anti-dumping duty imposed on imports of the subject good from China. This follows the request lodged on 8 September 2016 by Seamless Stainless Steel Tubes Industry of the European Union.
