On August 9, 2011, the Brazilian authorities decided, after having conducted an expiry review, the continuation of the anti-dumping duty on imports of carbon seamless steel line pipe (with a diameter of up to five inches), used for oil and gas pipelines, from Romania (Resolução No. 54, 09.08.2011). The product subject to the duty is classified under the following HS code: 7304.1900. The rate of this definitive duty is 14.3% for all Romanian exporters. This definitive anti-dumping duty entered into force on October 7, 2011 for a period of five years. This duty follows an expiry review requested on July 12, 2010 by V&M do Brasil. A review was then initiated by the Secretary for Foreign Trade of the Brazilian Ministry of Development, Industry and Foreign Trade on October 5, 2010 (Circular No. 42, 05.10.2010). The review started on the day of the publication of the circular in the Federal Official Gazette of Brazil, i.e. on October 7, 2010. The original anti-dumping duty entered into force on October 20, 1999 (Portaria Interministerial MICT/MF No. 13, 06.10.1999). It was already extended for five years on October 7, 2005 (Resolução No. 32, 05.10.2005).
On 13 September 2016, the Brazilian authorities initiated a sunset review of the anti-dumping duty imposed by Resolução No. 54 of 9 August 2011 on carbon seamless steel line pipe from Romania (Circular No. 57 of 2016). This review follows a petition lodged on 29 April 2016 by Vallourec Tubos do Brasil S.A.
On 22 August 2017, the Brazilian authorities extended the definitive antidumping duty imposed on imports of the subject good from Romania following the conclusion of the above sunset review. The rate of duty is 14.3% of the CIF. The measure is in force for a period of five years.
