On May 20, 2010 the European Commission initiated an anti-dumping investigation concerning imports of certain open mesh fabrics of glass fibres originating from the People's Republic of China.
The investigation was opened following a complaint made on 6 April 2010 by Saint-Gobain Vertex s.r.o., Tolnatext Fonalfeldolgozo, Valmieras 'Stikla Skiedra' AS and Vitrulan Technical Textiles GmbH on behalf of producers representing more than 25 % of the EU's production of the given product.
The exact specification of the products under investigation is "open mesh fabrics made of glass fibres, with a cell size of more than 1.8mm both in length and in width and weighing more than 35 g/m 2". The products subject to investigation are classified under the following HS codes: ex 7019.4000, ex 7019.5100, ex 7019.5900, ex 7019.9091 and ex 7019.9099.
On February 16, 2011 the European Commission imposed provisional anti-dumping duties on imports of certain open mesh fabrics of glass fibres from China. The rate of the provisional duty ranged from 48.4% to 62.9% depending on the company. It entered into force on February 18, 2011.
On August 3, 2011 the European Commission announced a decision to impose definitive anti-dumping duties on imports of certain open mesh fabrics of glass fibres originating from China. The rate of the definitive duty is identical to the provisional one and ranges from 48.4% to 62.9% depending on the company. It has entered into force on August 10, 2011.

On 10 January 2013 the Council extended the anti-dumping measures in force on imports originating in China, to imports consigned from Chinese Taipei and Thailand, see related intervention.
On 16 December 2013, the Council extended the anti-dumping measures in force on imports originating in China, to imports consigned from India and Indonesia, see related intervention.
On 10 August 2016, the European Commission initiated a sunset review of the anti-dumping duty imposed on imports of certain open mesh fabrics of glass fibres from China (Notice No 2016/C 288/03). This follows the request lodged on 4 May 2016 by the Alliance for the Defence of Open Mesh Fabrics. The goods subject to investigation are classified under HS code subheading ex 7019.51.00 and ex 7019.59.00. Since the anti-dumping measure imposed on imports of open mesh fabrics of glass fibres from China was extended to imports of the same products originating in Thailand, Chinese Taipei, Malaysia, India and Indonesia the sunset review and its conclusion will hold for these countries as well.
On 8 November 2017, the European Commission extended the definitive antidumping duty imposed on imports of subject good from China following the conclusion of the above sunset review. The rate of duty is between 48.4% and 62.9% depending on the company. The goods subject to definitive duties are classified under HS code subheading ex 7019.51.00 and ex 7019.59.00. Notably, the definitive duty is not extended to subheadings 7019.40.00, 7019.90.91 and 7019.90.99. However, the definitive duty was additionally extended to imports of the same good falling under HS code subheading 7019.40.00 from Indonesia, India, Malaysia, Thailand and Chinese Taipei, see related interventions.
