Anti-dumping

According to Bown (2016), on 23 December 2008 the Russian Government initiated an anti-dumping investigation with respect to certain bearing pipes and tubes, originating from China.
On 10 May 2010 the Government of the Russian Federation issued Decree No. 307, which imposes a 19.4% anti-dumping duty on tubes, pipes and hollow profiles with HS codes 7304 51 120 0, 7304 51 180 1, 7304 51 180 9, 7304 51 810 0, 7304 51 890 0, 7304 59 320 0, 7304 59 380 0, 7304 59 920 0, 7304 59 930 0, 7304 59 990 0, originating from China (including Hong Kong and Chinese Taipei). Decree No. 307 imposes the anti-dumping duty for a period of 3 years, until 16 June 2013. It enters into force one month after its official publication, 17 May 2010.
With Decision No. 701 of 22 June 2011, the Commission of the Customs Union of Russia, Belarus and Kazakhstan expanded the validity of Decree No. 307 for the whole customs territory of the Customs Union with respect to the same goods and time frame.
