On 20 July 2010, the European Commission initiated a sunset review on imports of hand pallet trucks and their essential parts originating in the People's Republic of China (Notice No. 2010/C 196/08). The products subject to review are classified under the following HS code subheading: ex 8427 90 00 and ex 8431 20 00. This follows the request lodged on 21 April 2010 by BT Products AB and Lifter S.r.l. The original definitive duty was imposed on 22 July 2005 and was extended on 17 June 2009 to imports of the subject good from Thailand following the conclusion of an anti-circumvention investigation, see related intervention.
On 14 October 2011, the European Council extended the definitive duty on imports of the subject good from China (Council implementing regulation (EU) No. 1008/2011). The rate of duty is 7.6% and 46.7% of the net free-at-Union-frontier price depending on the company.
On 25 April 2013, the European Council amended the definitive duty on imports of the subject good from China. This follows the conclusion of a partial interim review initiated on 14 February 2012. The rate of duty is 70.8% of the net free-at-Union-frontier price before duty.
On 12 October 2016, the European Commission initiated a sunset review of the antidumping duty imposed on the subject from China. This follows the request lodged on 12 July 2016 by Toyota Material Handling Manufacturing Sweden AB and PR Industrial S.r.l.
On 1 December 2017, the European Commission extended the definitive duty imposed on imports of hand pallet trucks and their essential parts from China following the conclusion of the sunset review. The rate of duty is 54.1% or 70.8% of the net free-at-Union-frontier price before duty depending on the company. The regulation extending the definitive duty was published on 30 November 2017.
