Effective 16 September 2016, Sri Lanka through Extraordinary Gazette No 1984/26-2017 increased the Special Commodity Levy on several sugar products. Under the new policy, duties on imports of sugar under HS 1701, except white crystalline cane and beet sugar, are increased from LKR. 0.25 (USD 0.002) per kg. to LKR. 15 per kg (USD 0.103). The taxes on white crystalline beet and cane sugar were increased from LKR 0.25 to LKR. 2 (USD 0.013) per kg.

The Special Commodity Levy is a composite duty on the product and no other tax, duty, cess etc. is applicable on the said product while the levy is valid.

The SCL on these products, announced for a period of 6 months, was later increased on 7 March 2017 (see related state act)
