Tax or social insurance relief

On April 26, 2016 state and local governments in Arkansas announced over $65 million in subsidies to Shandong Sun Paper Industry for a pulp plant in Clark County. The state committed $3 million for workforce training; a $12.5 million grant from Governor's Quick Action Closing Fund for site preparation and equipment; and a $50 million collateralized loan from various state agencies. Support is also provided through the Create Rebate program, the Tax Back Program, and the Sales Tax Exemption on Equipment and Recycling Tax Credit. State agencies will also expedite air and wastewater permits. Local subsidies consist of $10 million for infrastructure development and $92 million over 20 years in 65% county property-tax abatements. State and local governments will apply for federal grants to upgrade rail near the facility.
