U.S. Customs and Border Protection (CBP) announced a reclassification ruling in the September 21, 2016 edition of Customs Bulletin and Decisions that resulted in the elimination of duties on cable cutters made of heat-treated drop forged steel. The item had previously been classified under HTSUS subheading 8203.20.6030 and subject to a compound tariff (12 cents/dozen + 5.5%), but CBP has ruled that they may be reclassified under HTSUS subheading 8203.30.0000 and thus duty-free. China and Taiwan are the principal suppliers of this product. The final revocation and modification became effective for goods entered or withdrawn from warehouse for consumption on or after November 21, 2016.
