Anti-dumping

On September 20, 2016 the Rebar Trade Action (a group of six firms) filed petitions seeking countervailing and anti-dumping investigations of steel concrete reinforcing bar imported from Japan, Taiwan, and Turkey. On November 3, 2016 the United States International Trade Commission determined that there is a reasonable indication that a U.S. industry is materially injured by reason of these imports.

On March 1, 2017, the Department of Commerce announced its affirmative determinations in the anti-dumping duty investigations of imports from Japan, Taiwan, and Turkey. 

On May 16, 2017, the Department of Commerce announced its affirmative final determinations in the antidumping duty investigations of imports of steel concrete reinforcing bar from Japan and Turkey.

On June 16, 2017 the United States International Trade Commission determined that a U.S. industry is materially injured by reason of these imports. As a result of the USITC’s affirmative determination, the Department of Commerce will issue antidumping duty orders on imports of this product from Japan and Turkey.

On July 21, 2017, the Department of Commerce reached a final affirmative dumping determination with respect to Taiwan. On August 30, 2017 the USITC determined that a U.S. industry is materially injured by reason of these imports. As a result of the USITC’s affirmative determination, Commerce will issue an antidumping duty order on imports of this product from Taiwan.


The subject merchandise is classifiable in the Harmonized Tariff Schedule of the United States ("HTSUS") primarily under subheadings 7213.10.00, 7214.20.00, and 7228.30.80 (statistical no. 7228.30.8010). The subject merchandise may also be reported under other HTSUS numbers including 7215.90.1000, 7215.90.5000, 7221.00.0015,7221.00.0030, 7221.00.0045, 7222.11.0001, 7222.11.0057, 7222.11.0059, 7222.30.0001, 7227.20.0080, 7227.90.6085,7228.20.1000, and 7228.60.6000.
