On 22 August 2016, the Russian government restricted foreign access to public tenders of selected food items. Decree No. 832 introduced the principle that if a public procurement tender receives at least two valid domestic or EEU-member offers (bids), then any submitted foreign offer (bid) must be declined. This rule is applied with regard to 23 enumerated food products.
Among these products (pp.3--5 of Decree No. 832) are: processed and canned fish, crustaceans, beef, veal, pork, poultry meat, milk and dairy products, rice, sugar and salt.
