 On 13 June 2016, the European Commission approved investment aid worth 33 million EUR to the German paper and plasterboard manufacturer Hamburger Rieger GmbH.
The public funds will be used to expand the company's production plant in Spremberg. The EC noted in the press release: "An independent expert report submitted by Germany confirmed the novelcharacter of the process. The Commission also found that without thepublic funding, the project would not have been carried out in theSpremberg region. The Commission therefore concluded that the positiveeffects of the project on regional development clearly outweigh anydistortion of competition brought about by the state aid."
A state measure in the GTA database is assessed solely in terms of the extent to which its implementation affects the extent of discrimination against foreign commercial interests. On this metric, the state aid proposed here is discriminatory.
