On July 22, 2016, the federal and provincial governments of Canada reached an agreement-in-principle to modernize Canada's internal trade framework. Key points in the agreement include an agreement to address long-standing concerns over inter-provincial trade in alcohol, with a specific timetable and accountability to ministers; almost all federal departments and Crown corporations and most provincial and territorial government entities will be covered by the procurement rules of the agreement; all parties have agreed to establish a process to bring down regulatory barriers and limit the creation of new barriers to trade in Canada; and stronger dispute resolution provisions to ensure that governments abide by its trade-liberalizing rules. Although this agreement is ostensibly domestic in nature, GTA includes it as a green measure insofar as it may have the effect of liberalizing trade and investment with Canada's international partners.
