On 20 July 2016, the Brazilian authorities initiated an anti-dumping investigation on imports of certain hot-rolled steel in plates or coils in rolls from China and Russia (Circular No. 45 of 19 July 2016). The product subject to investigation is classified under HS codes subheadings: 7208.10.00, 7208.25.00, 7208.26.10, 7208.26.90, 7208.27.10, 7208.27.90, 7208.36.10, 7208.36.90, 7208.37.00, 7208.38.10, 7208.38.90, 7208.39.10, 7208.39.90, 7208.40.00, 7208.53.00, 7208.54.00, 7208.90.00, 7225.30.00 and 7225.40.90. The complaint was lodged on 29 April 2016 by ArcelorMittal Brasil S.A., Companhia Siderúrgica Nacional and Gerdau Açominas S.A.
On 19 January 2018, the Brazilian authorities imposed a definitive antidumping duty on imports of the subject good from China and Russia and subsequently suspended the duty. The rate of duty on imports on imports from China is between USD 44.08 and 226.58 per tonne depending on the company. The rate of duty on imports from Russia is 118.5 or 207.43 depending on the company. The duty is imposed for a period of five years. The duty is, however, subsequently suspended for a period of one year due to public interest.
On 7 December 2018, the Brazilian authorities extended the suspensions of the definitive duty on imports of certain hot-rolled steel in plates or coils in rolls from China and Russia for an additional year. The duty is suspended on the ground of public interest.
On 17 January 2020, the Brazilian authorities terminated its decision to introduce definitive duties on imports of the subject good from China and Russia. The decision was terminated on the ground of public interest.
