NoOn 22 January 2014, the EC allowed a scheme of free allocation of green house gas emission allowances to Polish power generators.
The measure will be active until the end of 2019 and will be equivalent to 7'406 million EUR.
According to the Commission, "the beneficiaries are active in the supply of electricity, which is a market open to competition in Poland and involving trade flows between Poland and other Member States, the measure distorts or threatens to distort competition and is liable to affect trade between Member States" (par. 32, letter from the EC to Poland, 22.01.2014).
A state measure in the GTA database is assessed solely in terms of the extent to which its implementation affects the extent of discrimination against foreign commercial interests. On this metric, the state aid proposed here is discriminatory.
