On 10 June 2016, the Indian Ministry of Steel published the Stainless Steel Products (Quality Control) Order, 2016. The Order prohibits the manufacture, storage for sale, distribution or sale of several stainless steel products that do not conform to specified standards and carry the standard mark of the Bureau of Indian Standards (BIS)
Although the Order applies to both domestic and imported stainless steel products, the Order has been motivated as a barrier to foreign steel producers which do not generally meet BIS norms.
The Order will be applicable after 3 months from the date of publishing the Order. Exports to countries which do not require BIS standards are exempted from this measure.
On 9 September 2016, through an Amendment Order the date of applicability of the measure was deferred to 10 December 2016. On 6 December 2016, the applicability of the measure was further deferred by 2 months.
On 21 October 2016, the Ministry of Steel has, in response to applications by importers and users of stainless steel, notified a list of stainless steel products that are not covered or are too complex to have a direct comparison with any Indian Steel Standards. Therefore, these listed products will not be covered until the Quality Control Order, unless the concerned standard (IS:6911) is amended or revised to include these grades of steel products.
On 20 June 2018, Stainless Steel Products (Quality Control) Order, 2018 was notified superseding the earlier Order from 2016. However, the new Order has not changed the stainless steel products for which the Indian Standards will be applicable.
