On 9 June 2016, the Cooperation Council for the Arab States of the Gulf (GCC) initiated a safeguard investigation on imports of certain flat-rolled products of iron or non-alloy steel. The products subject to investigation are classified under the following HS code subheading: 721070 and 721090. The initiation of this investigation was notified to the World Trade Organization (WTO) on the same day by Saudi Arabia on behalf of the GCC members. Affected trade partners are identified based on UN Comtrade's import data from 2014.
On 9 January 2017, the Cooperation Council for the Arab States of the Gulf (GCC) notified the WTO of their preliminary conclusion. The GCC will continue the above investigation without the imposition of provisional duties.
The GCC member states are the Kingdom of Bahrain, the State of Kuwait, the Sultanate of Oman, the State of Qatar, Kingdom of Saudi Arabia, and United Arab Emirates.
On 15 May 2018, the Cooperation Council for the Arab States of the Gulf (GCC) imposed a definitive safeguard duty on imports of the subject good. The rate of duty is USD 169 per ton between 15 May 2018 and 14 May 2019. The rate of duty is USD 153 per ton between 15 May 2019 and 14 May 2020. The rate of duty is USD 137 per ton between 15 May 2020 and 14 May 2021. The duty is in force for a period of three years. Certain developing countries are exempt from duties.
