On 3 March 2016, the Ministry of Industry and Trade of Vietnam issued Decision No. 818 / QD-BCT initiating an anti-dumping investigation on imports of galvanized steel from China, Hong Kong and the Republic of Korea.
The products subject to investigation are classified under the following HS codes: 7210.41.11; 7210.41.12; 7210.41.19; 7210.49.11; 7210.49.12; 7210.49.13; 7210.49.19; 7210.50.00; 7210.61.11; 7210.61.12; 7210.61.19; 7210.69.11; 7210.69.12; 7210.69.19; 7210.90.10; 7210.90.90; 7212.30.10; 7212.30.20; 7212.30.91; 7212.30.99; 7212.50.11; 7212.50.12; 7212.50.19; 7212.50.21; 7212.50.22; 7212.50.29; 7212.50.91; 7212.50.92; 7212.50.99; 7212.60.10; 7212.60.20; 7212.60.90; 7225.92.90; 7225.99.90; 7226.99.11; 7226.99.19; 7226.99.91; 7226.99.99.
The complaint was lodged by JSC China Steel Sumikin Vietnam (CSVC), Ltd Ton Phuong Nam Joint Stock Company and Nam Kim Steel Joint Stock Company Ton Dong (ed. Công ty c phn China Steel Sumikin Vit Nam (CSVC), Công ty TNHH Tôn Phuong Nam, Công ty c phn Thép Nam Kim và Công ty c phn Tôn Ðông Á.).
On 16 September 2016, the Vietnamese authorities imposed a provisional anti-dumping duty on imports of the above product from China (including Hong Kong) and the Republic of Korea. The rate of the duty imposed on imports originating in China and Hong Kong ranges from 4.02% to 38.34%. The rate of the duty imposed on imports originating in the Republic of Korea is between 12.4% and 19%. The duty is in force for a period of 120 days.
On 30 March 2017, the Vietnamese authorities issued Decision No. 1105/QD-BCT imposing a definitive antidumping duty on imports of the above product from China (including Hong Kong) and the Republic of Korea. The rate of the duty imposed on imports originating in China and Hong Kong is between 3.17% and 38.34% depending on the company. The rate of the duty imposed on imports originating in the Republic of Korea is 7.02% and 19% depending on the company. The duty is imposed from 14 April 2017.
On 20 July 2017, the Ministry of Industry and Trade issued Decision No. 2754 / QD-BCT rescinding the imposition of provisional and definitive duties on imports of the subject good from Hong Kong. Antidumping duties paid will in this context be refunded.
