On 18 January 2012, the government of Guatemala published Government Agreement 32-2012 (in Spanish: Acuerdo Gubernativo 32-2012). Amongst the key changes introduced by this Government Agreement are (for the first time) the establishment of an export quota system for waste and scrap metal and other minerals, which will be managed via the issuance of export licenses. One such license involved an export quota of 30.000 metric tons of waste and scrap ingots of iron or steel, cast iron scrap, alloy steel, stainless steel, iron or tin-plated steel, turnings, shavings, chips and cuts.A second license was for the export of 2.000.500 metric tons of waste and articles of nickel, zinc, tin, tungsten, molybdenum, tantalum, magnesium, cobalt, bismuth, cadmium, titanium, zirconium, antimony, magnesium, beryllium, chromium , germanium, vanadium, gallium, hafnium, niobium, indium, rhenium, thallium and cermet.
